how does removing this and plugging the return vacuum to the engine differ from the canister plugging up?

It traps fuel vapors and they get sucked back into the engine when you start it. Helps with air pollution in cities from evaporating gas from tanks of cards and bikes sitting in the sun. Mostly all cars have these and many bikes - also in Europe. The problem is that it was added as a bit of an afterthought on the LT and it sits a bit too low so it can clog up when you overfill the tank and the liquid gets in there.
