Black Dog,
Sorry for your frustration, but I changed out the leaves (tumblers) in a lock cylinder on a 28L case this afternoon in about 10min using a bent paper clip to pull the locking leaf out of position so the complete cylinder could be removed from the case.
I believe you are referring to the same or similar YouTube video that I learned this technique from because of the tool you appear to be using.

I can only add to what is shown and described in that video with one big tip...the locking leaf needs to move towards the "open" position. In other words, when you insert your pick tool, you need to rotate it so that the action would slide the whole leaf down towards the bottom of the cylinder as you are looking at your picture.
Working the cylinder in and out at the same time as you gently increase the twisting motion that moves the locking leaf flush with the cylinder and out it comes.

Hope this helps...it has nothing to do with strength or force, but finesse and touch.

Oooppps! If your tool tip is stuck in the locking leaf slot, I think your best bet is to try to pick it out vs drilling thru the center of the lock to free it.

My next suggestion is to start probing with the edge of what remains of your pick tool on the outside of the plastic housing where the locking leaf engages the lock housing.
Again with the knowledge that the locking leaf is engaged at the top of the cylinder, pushing down around the top back side of the lock housing could depress the locking leaf so the cylinder will come out.
