On my 2012 the cruise will feel lurchy as well if the revs are low, after 3500 rpm it is not an issue. I know the system on the newer models are different but the solution may be the same.

I noticed the same thing but found if i was 1 gear lower than i would normally be in the lurching stopped.

 

+1 on the gear lower.
I had the same thing at lower speed and just set it for one gear lower and problem gone.

 

I also notice on '12 model that the speed needs to be very stable when engaging the CC. If I'm still accelerating, even slightly, the cruise will tend to lurch once engaged.

 

Only time I notice it is when I am going downhill and the cruise control keeps switching from accelerating to decelerating. Has to be the right grade to do it though.
Having said that my cruise control switch is playing up and the resume works only sometimes. Due to be replaced next service.

Complain to your dealer. Maybe a software update will fix it.

 

I noticed an on/off with the Cruise under 35mph when the bike was quite new. Other than the selected gear helping as others have mentioned, it gets smoother as the bike gets run in.

 

When I did the test ride on my 07 RT I did notice that the resume button wouldn't work.
I was able to use cruise control until the first time I disengaged it by using throttle, brakes or clutch and then, when hitting the resume button, nothing happened. The cruise control did not work at all until I switched off the engine and start again, but cruise control would only work once, until the first time it was disengaged, with no possibility to resume.
Took it back to the dealer's and they replaced a wire that was causing the problem.
