That fuse feeds both the windscreen relays and motor and also the on board socket down by your left foot. I have not seen this as an issue in the past as it is usually a relay going south that stops the motor from running.
May need to lube the pivots with some good silicone spray to see if it might be dragging and loading the motor.
I haven't had any problems with mine but I have a larger windshield and I could not raise it after 50 MPH and I hit the pivot points with some WD-40 and that took care of the problem. As John suggests I would lubricate every point in the mechanism. I would also check to make sure any or all of the motor assembly to frame mount point screws are not backed out or missing screws. I would think that any misalignment would cause a bind. Since it is a DC motor any bind probably would take out the fuse.
