Tank Slapper is when the oscillation becomes so great the the handle bars hit the tank.
If you have someone sit on the back seat with the LT on the centerstand to get the front wheel off the ground, then standing by the bike move the bars back and forth, first relatively slowly, and then really fast. You will then see what that damper does. When you move them fast, they move easily the first couple inches, then the damper activates and makes the movement much harder. That stops unintended fast movement of the bars, which can be uncontrollable at the suspension's natural frequency, around 40 MPH.
