Tip over wing

I've got a question regarding the tip over wing on my 09 LT. What is the chrome looking material on the top of the wing and why would it be bubbling up, coming off??

It"s just chromed plastic. It may have been tweaked which would have created a stress crack. Maybe. Could be just a shitty manufacturing defect.

Bad luck. I believe the part costs about $135.00.
