I am a new owner. When I apply the front brake I observe that the RPM's seem to drop and the engine "draws down" slightly until I release the front brake. Is this normal?

You don't mention what year model your RT is. If you have the power assisted brakes on the 07 and before, it would be normal to have a slight reduction due to the increased electrical load.

The 08 and above do not use the assist.

Of course your RPMs go down when you apply the brake. You slow the bike down, you also slow the engine down (assuming you don't downshift). So, yes it's normal.
ABS has nothing to do with it unless you brake heavily and activate it or are on a slick surface.
