I know modulators on front lights are legal, but people really seem to hate the fact that my lights flicker during the day. On more than one occasion I have gotten yelled at, pointed to or given the #1 fan signal. Is there a way to tone down the modulator so it's not flashing like the police or do I just remove it entirely?

Sounds like it's doing it's job, you're conspicuous, they see you.

In my experience it's the ones that wouldn't have seen you that act upset... my response, "Oh well"... at least the saw me. I ignore their angst and ride on.

I'd rather be seen than be in an accident.

Of course everyone's mileage varies...

If it isn't red or blue, leave it be and deal with it. I am with JVRx7, it is doing its job.

As long as you're using it as it should be used, just keep on trucking. I have had the experience where I was in a group of riders and it was bugging the dickens out of the rider in front of me. He said something to me, so while I was in the group I just put my low beam on which automatically stops modulations. Invariably, when riding alone, I keep modulator on.
