I have occasionally seen some weirdness where it would take BC a loooong time to see my Zumo (660/Nav IV). I have never been able to pin the behavior down well enough to characterize it very well. I had never seen it before moving to Windows 8. I have seen it happen a few times on two different computers. The first time I saw it was bringing up a new laptop (Windows 8). I have seen it reappear after map updates.
Try plugging it in with BC running and then just go on about your business for a while, then check it later (like .5 hour) and see if it is showing up.
If it is the same thing that I have seen, BC will eventually see it. And then once it does, the problem seems to go away. There is clearly some sort of initial cacheing or perhaps a timeout condition that is happening...as I said, my issue is so bizarre that I have never been able to get my arms around it. While all this is happening, the device shows up just fine in the Windows Explorer, so I don't think it is a driver issue, unless a very subtle one.
This may or may not be related to what you're seeing. Different Zumos, and I could not make it immediately see the device by restarting BC as you can. But give that a shot and see what happens.
