Do I need a fuse block to install driving lights?

Looking at adding a set of PIAA driving lights to my 2012 RT.

Do I need to install a fuse block to connect them to or are they powered elsewhere (e.g. tap/splice, battery, etc.)?

It's always best to have one and an added bonus is that adding stuff in the future is much easier. And you'll have the option of switched and unswitched power. I use the FuzeBlock to power the P3 brake lights, power amp, XM radio, GPS, and an accessory plug.
