Yes, the caps are under pressure from the valve springs and turning the nuts 1/4 each in a set pattern keeps the metal parts aligned properly as they move out and loosen up. Otherwise the potential is there to score the metal surfaces.
You can go a full turn if you want. The most important thing is make it even so you don't get a "bending" moment in the cam (the cam won't bend but the caps can be damaged). Just keep it all even. You will soon see what is loose and tight as you get into it. Position the cams so the pressure in minimal prior to loosening the caps (you did set the crank at 90 BTDC didn't you?).
