I live in SoCal and split lanes with my ilium bars installed. They stick out at most 1/2 inch past the panniers on either side, so unless you're cutting it that close, they shouldn't make it more...

Its an issue with your Servo Brakes. Unfortunately it can be a very expensive sound if you want to keep the servo unit. :( Some people remove the unit entirely.
