Just noticed your post. On my '84 R100RT which should be the same as yours.
With wheels removed place flat on bench, use flat screwdriver to pry out hat style collar, it comes out easy.
Place the flat screwdriver under the dust seal pushing until blade touches cast wheel. I use a piece of 1\8 inch plywood under screwdriver shaft at the other side of the seal (on the cast wheel) as a fulcrum point.
While holding blade tight under the seal and on the plywood, use the palm of your other hand to tap down on the screwdriver handle.
Take your time and seal\dust covers will pop out.
Important *** keep covers, spacers, etc separate for replacement in original location as there are different size spacers on the rear wheel.
Clean and repack, I use a large socket and hammer to knock the seal lightly until it is flush with the cast wheel.
