That happened in the past when people tried to use high wattage halogen bulbs. 85 watt could cause problems, 100 watt most assuredly did. The added heat from the too high wattage drove plasticizers out of the housing material, near the bulbs and they condensed on the lens and reflector.
People have tried to clean the inside when this happened, very difficult at best. I think most ended up replacing the very expensive headlight assembly.
I had a thought once when this problem was reported, maybe putting some small pieces of cleaning sponge inside with a little soapy water, and shake the heck out of it for a while, then rinse the inside well and let it dry, maybe in a warm oven. Don't know if it will work, but it is worth a try.
