This is my understanding also. I believe the estimated cost of this bill would be around 6 million dollars. If it gets through appropriations (unknown), it will probably easily pass the entire senate vote. Then it will sit, at least until they get a budget completed. I also think there is a cutoff date after which the bill would die but I'm unclear as to that exact date.
In the end, Arnold has to sign off on it.
