What's That On The Forks?

So, I'm doing a little tightening/cleaning/wiring on Carpathia. I'm down near the front wheel aiming the Motolights, and I notice, on each front fork leg, a small forward-facing tab with a threaded hole at about 2" above the front axle. I'm thinking that BMW used these forks on another model (one that didn't have the integrated turn-signals with reflectors, like the LT) and maybe these tabs were used to attach a couple of side reflectors---for DOT compliance, you know.

Anyone know for sure?

For the 2005 and newer, the holes are for mounting the lower part of the front fender. They were on the earlier models too, but I don't know what they were used for on them.
