There are two servo pumps (one for each wheel circuit) and they turn on with either a brake switch opening or on sense of pressure in the control line. If applying the front brake gets the rear servo going and pumps fluid then you have a switch and/or rear control circuit air issue. But if nothing is flowing out the rear caliper when you apply the front brake then you are either out of fluid or the servo is bad.
Knowing what year bike you have will help me guide you to the correct reservoir for the rear wheel circuit. 2001-4 it is the front half of the rear reservoir under the pillion seat, 05 + it is the short reservoir on the ABS unit. Ok I see you have a 2007 from another post. Here is the reservoir for the rear wheel circuit
