What brand and where could I get a good Timer (Dual or Countdown) so I can mount on my LT to use during a rally.

Check out any pilot supply shops in your area, usually at least one around any decent sized airport. Timers are used in instrument flying. Even these days with many instrument approaches being done with GPS, training still requires the old methods because there are still many approaches that are not GPS, and even on those a wise pilot has a backup method in the works.

Due to student use, there are several that are inexpensive.

Neat idea, but are any of these waterproof? What about handling multiple time zones?

BTW, I still have one of the Radio Shack timers out in the garage somewhere. I barely used it because my GPS was waterproof and did understand time zones, and was already on the bike.
