I have no lights

I own a 1999 LT with just over 54 thou on it. My low beams burnt out. While in the shop to have an Ohlins shock put on, I asked them to install a new low beam PIAA bulb. Not having one in stock they installed a used stock bulb. On the way home enjoying my ride on a new shock I noticed I now have no running lights at all, but I can flash. I have left & right indicators, brake and emergency lights, but no back, no dash, no high or low beams. I can flash the high beams. Is this a relay issue?

I could be the result of several things, but I would simply check all the fuses first. If that doesn't do it, I would probably take it straight back to the dealership.

It could also be a loose ground wire in the headlamp. I had a simular problem earlier this year. I just regrounded the the brown wire at the head light.
