electrical problem 2000LT

I have a 2000LT, 53K. the city light and the center license plate/tail light bulb seem to be on the same circuit and don't always work. the other two tail light bulbs work as do the brake lights and head light. when I washed the bike the lights worked, my guess is a bad connection however where?

anyone had this problem? I'd guess a weather pack. any guess as to where on the bike this weather pack is? (I pulled, checked and re installed the fuses under the seat)

try removing the bulbs, and scraping the connections so that they are shiny instead of dull.

Did that first thing, it's a weather pack somewhere. I was wondering if anyone else had had this problem?
