crush ring on oil filter?

Is the crush ring on the oil filter necessary? I got the oil change done, then noticed a crush ring in the used oil. Then found one taped to the new box. I then went and purchased all new oil, drained all new old, pulled filter and attempted to place crush washer on oil filter. does the washer go on the drain plug?

The washer does go on the drain plug, however many of us no longer use the drain plug but instead drain the oil through the filter plate hole since that plate needs to come off anyway (just 3 allen screws).

There is no washer for the filter itself. The one taped on the filter box is just to make a "kit".
