I would also suspect cables. As you know, the controller releases when there is a lot of counterforce on the throttle - you cancel cruise by forcing throttle close - so that excessive friction could fool it.
I assume your battery voltage is OK, right?
Regarding Chicago: you get what you pay for. It is well known that Chicago maintains low prices by not stocking parts - you have to wait until they get your order in. If you are in no hurry, that is fine.
When I want something fast, I order from Bob's BMW (UPS ground delivers from them next day into my area) or from Max.
