Wheel help

Hope everyone is doing well. I need to ask a general question. I need to remove my front wheel to repair a leaking valve stem. Do I need any special tools like a torque wrench?

Why remove it. Let the air out. Get a wooden clamp,jorgensen style.Squeeze the sides of the tire together at the stem. Cut out the old one and install a metal stem. 1/2 hour max.
