steering dampener disassembly

Hi to all! first time poster, long time lurker. I've got a '00 LT with 76k on it. my steering dampener seems like it has lost fluid. I looked in the HoW to disassemble most of it, but I can't seem to get the outboard seals removed. I tried using 90 psi of shop air thinking I could blow one out at a time. Any ideas? I also e-mailed Raffy to go with the exchange, but he doesn't do that anymore.
