does top box cover liner remove?

Not the liner in the bottom of the top box, but the liner in the cover. Can it be removed.

Tonight I discovered a crack in the outer surface of the cover. The bike has the rack on top with the brake light. I thought the crack started at the forward mounting point but now that the rack is removed I see it does not reach the mounting hole. I wanted to remove the black plastic liner and fix the crack from inside. I have removed all the crews and it will not budge. Is the liner also glued in place?

It is glued in so no. There are screws but even with all of them out it will not come apart. Might if you could heat it up to a bout 250 degrees to soften the adhesive.

Use a drill (~1/8) at the ends of the crack which may prevent it from spreading.
