Assuming your low beam headlight bulb is still working you are simply turning the key one position too far to the left when you lock your steering. If you back off one click from fully to the left (counter clockwise) you will find your steering is locked but the parking bulb is off. Originally there was some white lettering around the black plastic ring of the key hole that showed what position you were in, however it didn't often last beyond the first couple of washes.
The purpose of the parking bulb is in Germany and some other parts of Europe, when you park along an unlighted street at night (designed by a special road sign) you must turn on the parking light (cars or bikes) so that drivers can see your vehicle. When the parking light is on you should also have the center rear tail light bulb on. Unfortunately for our bike, the battery doesn't do well with the parking lights on for extended periods and drains down.
Another interesting thing that is slightly confusing, when the low beam headlight is on, the parking bulb is also lit. It can be hard to see, especially if you have a HID bulb installed but you will notice it when your low beam bulb finally blows and all you have is the parking bulb illuminated.
