Speed tone warning on Nav VI

I got a used Navigator VI GPS a few weeks ago at a decent price. Last weekend I went for a ride and found it had a feature I didn't have on my older Nav V. I get a warning tone anytime I ride above the speed limit. By that I don't mean I'm speeding, well not much, just 1 Kph above the posted speed limit is enough to get an annoying tone. Is that a new nanny function or is it something that I inadvertently activated? I've used Nav VI previously and never encountered that "feature".

I searched the device, deactivated a bunch of features and still did not stop the warning tone. The only sure way was to turn the sound off. As I wasn't following a programmed route, this fixed it temporarely.

Any ideas how to turn that off, permanently?

After much research, I found an indirect answer. It would seem that if you load the Garmin Speed Camera option, you get that warning tone. The text isn't clear and anyhow I haven't purchased that option from Garmin so I don't understand how I got that but it is definitely installed on the device.
I spoke to the previous owner and he said he didn't buy it either.
I did a clear all user information, an almost nuke and pave to try to delete everything.
That seems to have fixed it. I went for a spirited ride yesterday and got no warning tones.
