The term "Balls to the walls" came from the "Fly Ball" centrifugal speed governors on steam engines.
As the RPM of the engines went up the ball weights would swing out due to centrifugal force, which decreased the steam valve opening, regulating the speed.
When wide open, the balls were swung near all the way out, thus "Balls to the Walls"
