Same here in Texas.
When I got my Commercial Drivers License 20 some odd years ago we where taught to move over for ANY car or truck that was on the shoulder.

Same for IL. Just wonder that the heck is wrong with NY and WV. Well, come to think of it, I sort of understand NY.

But never a bad thing to post. About half the knuckleheads on the road do not pay attention to this, any more that I expect them to quit texting while driving.

I was hoping this may be a law to get that guy going 55 mph in the left lane and leading a parade of 20 vehicles to get the H$%# out of the way!!
