Hovering for a minute or so is quite a bit different than flying that contraption any appreciable distance ... that's for sure. Funny though.

looks like he was "pogo-ing" in ground effect.. loud little buzzer, too.

By the time OSHA or the Transportation DE-partment has a go at him, the prop cage alone will make it too heavy to fly...

Yea, a prop cage, controls, stabilizer prop, a cabin of some sort so you don't plummet to your death
