GOVERNOR SIGNS BILL REQUIRING INSPECTION STICKERS FOR MOTORCYCLES IN 2012; TASK FORCE WILL STUDY SOUND METERS & METHODS TO QUIET LOUD BIKES

Maine Governor John Baldacci on April 9, 2010 signed LD 1675 into law, requiring the state's 50,000 registered motorycles to carry inspection stickers that are "completely and clearly visible from the rear" starting in 2012. Fully 38% are never inspected, and MECALM believes many of those would fail because they lack a legal quiet muffler. The bill was written by the committee after being introduced at MECALM's behest by Sen. Nancy Sullivan (D-Biddeford). The bill also sets up a task force to explore other methods of reducing motorcycle noise, including sound testing, and report to the Transportation Committee by January 15, 2011.

So they'll just start doing what they do in Mass. Put the quiet pipes on for inspection, get the sticker then put the straight pipes back on.

I have seen police in NH with bikes pulled over doing sound level checks. I rode by on the LT and the cops didn't even glance my way.

Why single out the bikes? A sound ordinance should apply to all sound from all vehicles, no matter how many wheels it has or whether it is from exhaust, speakers, or any other source.

Should I admit that I oppose any laws that specifically target or exempt any group or groups?

Agreed: most cities/states etc already have noise regulations "on the books"
I don't like loud pipes either but motorcycles are just an easy target.

because I live in a tourist destination, and between the small local airport and the beach,
on the weekends we have planes pulling advertising banners
that are much louder than a large herd of straight piped Harley's,
so are the helicopters and F18 fighter jets.

It's just something we have to "live with"

It depends on which group? Discrimination has become the American way,
we "cater" to minorities (press one for English or two for Spanish)
nobody "catered" to all of the Europeans that immigrated to the USA
And "they" never made any demands, they learned to speak the language.

That's just one example of the kinda stuff "pisses me of,
but I'm getting a bit of topic.

I need to get rid of some of this aggression

Exactly. And (I think) that is the AMA's stance - it's OK to enact noise ordinances if they are fairly applied to all noise sources, not just bikes, and if the sound level is specified - not some vague noise level that is undefined.

The loud pipe saga continues.........the aggravation comes from the ones who insist on rapping them up through residential areas at any time of day or night.........this is BFE Wyoming........there is lot's of area to go rap the pipes where no one would be bothered, but then again that wouldn't be any fun, now would it..............

I agree with you, especially at a campsite at 2 am and they rap em!
We must also remember that states are doing everything possible to generate revenue, in out area it is incredible the laws they dug out and invented!

I took the LT for state inspection in December.

The inspection location is up the service road from the HD dealer.

As I rode the LT into the bay, some type of 2 wheeled vehicles were passing about 200 feet away...

The inspector was being interrupted as they passed... one every few seconds...(it was almost closing time and folks were hustling to get to their new chrome I guess.)

The inspector was clearly annoyed... he then asked me to START the motorcycle.

I said.. "It is running"... he had a true look of "joy" on his face as we struck up a conversation about the LT features... (between noismaker assaults)

It was "one of those moments".. .. could never have planned or played it better.

We live about a mile from the main highway.. in a subdivision... when I had the HD my wife could hear me turn off the highway into the neighborhood...from inside the house.

Yeah.. it was a good bike... but not straight pipes.

I would sign up for the bill. Set a threshold for cars and bikes alike and use a sound meter at roadside to verify. Exceed the threshold and get a ticket. Fair and simple.

Hans, I have a great deal of respect for your experience and knowledge and I eagerly read your posts. Your comment about shooting 'cans' however makes you appear as a narrow minded bigot. To say I'm disappointed and offended by your comment is an understatement.

All of us with the exception of the Native American Indians are all 'just off the boat' to one degree or another and there is room here for all of us even if it might sometimes be inconvenient.

I regularly care for non-English speaking patients and find them to be wonderful people who for various reasons find themselves in the US. The hospital where I work just recently subscribed to a service where we can instantly converse with our patients through online interpreters. I finally feel that these patients are receiving care on par with our English speaking patients.

Let me start by assuring you that I'm not a bigot,
a redneck maybe,...... ok probably.

I really don't have a problem with people that speak "other languages"

I do have a problem with discriminating against people that speak other languages besides Spanish.
If we are going to have to press one for English and two for Spanish
it is only fair that we have Three for Italian, Four for German,
Five for French, Viet Nam'ese, Japanese, etc. etc.
Catering to "just one race" is discrimination and an insult to all other US immigrants.

Let the "unwritten rules" be the same for everyone.

Not to change th subject back but I have been pulled over and fined for having louder than stock mufflers on my Mustang. They really cracked down on it here in MA or at least were I live. Even the little Honda's with the fart pipes have all but disapeared now.

I'm sure they are going to figure our a way to go after the louder bikes soon enough.

How did the policer determine that the mufflers "were louder than stock"? did they have the Db specs on OEM mufflers? did they have a sound meter? just wondering.....

db meter lead to a visual inspection. You could see that they were not stock and he knew what make and model they were too! Other things that were against me that day were, numbers and safety stickers on the windows from the track day, 8 point cage inside the car, and I was turning some rpm under load when he saw "heard" me go by. The supercharger did not make things any quieter either. It did not bother me that much I did not like the mufflers any way, they resonated inside the car pretty bad. I changed out the whole system to a nice 2 1/2 polished stainless on with resonators and never had an issue with them after that and I did not loose any power either.

I'm sure I have some kicking around some where. I sold it in 03 due to a bad knee and then the clown who bought it wipped it our in 1 month agains a guard rail on a damp morning. It was dyno tested with 350hp from 2,500 rpm to 6K and 375 ft lbs from 1,500 to 4,800 rpm. A nice big flat curve made the car very fun.

Now my daily cage is a little Focus SVT.

Loud pipes are a silly thing to put on a motorcycle. It's obnoxious to see a biker with super loud pipes and u have to close your ears.

Yep, loud pipes piss people off, and me too!!!!!!

GOD I hate being caught around them.

It is so nice cruising down a country road not making any noise. So cool like your not spooking peoples horses and livestock.

As others have said if those pipes were facing forward, or maybe just equal header length up to the riders ear level, turned inward

Can you tell they piss me off? I mean I had a 100/100 on my Road Glide with duel exhaust and they could sing, but I always considered where I was before I twisted the right grip. Even then they were not like these open headers and BS I see (HEAR) all the time. Open headers are for the strip, ya all need a muffler on the street.

Right or wrong the enforcement is coming from public outcry and John Q Public is not going away, so guess what is?

I was guilty back in the '70s. Had a Kaw 900 with a Denco header that I ran without the baffle in it. It was one mean mo-fo. Buddies used to laugh at my boots because one was black tipped where I would stick it over the end of the pipe when I saw a cop to muffle it.
Never got a ticket for loud pipes then, but I'm 'sure' it would be different today. But I'm different today. I like sneaking up on people on my LT. Kinda nice too for when I come home late.

I guess I'll quit looking for some Screaming Eagles for my LT. When I get in a group around the loud Harleys and they're racking off their pipes I like to hit the throttle and give it a little vrooooom, vroooooom. They look at me and laugh. And they all dance when I turn on my CD of Born to be wild. I had aftermarket pipes on my other bikes but they weren't so loud they were abnoxious. I like the quiet on my LT. I don't even listen to the radio when I ride. It's just me and the wind............

As a RT rider,in the club I ride with most offen there is about 80% HD's and are on the LOUD side. I resect there choice but at night when my neighbour comes home on his custom Bla bla bla it pisses me off too.

I have to agree, except I don't have Born to be Wild. I have a Harley softtail, and initially put on a set of slip-on D&Ds. It was so loud I could set off car alarms just by starting it up next to them. Did away with those in favor of Supertrapp. Those are quiet, tuneable, but still sound throaty without being obnoxious. I've tried to follow Harleys with loud pipes, and just can't do it.
What's interesting is to read posts on HD sites, and find that guys want to buy the loudest pipes they can find, then gripe about following their buddies with the same pipes

I see where manufactures are coming out with true dual pipe sets now for HD that are below 80db that are 50-states compliant (BUB). Have not heard if they perform or not. Maybe there is hope for performance without the noise!

I have to agree with ya. I hate c-rap music. My wife knowing this came home one time several years ago and caught me watching the 'You Can't Touch This' video. It only took her a second to figure out that I wasn't listening to the music, but watching the scantily clad women dancing in the background. I did have the sound down pretty low. BUSTED!
