Is there a way to look up, exactly, what is performed by the dealer for the 12,000 mile service ? Does this service include changing the final drive fluid ? How much should I be charged for this service ? It seems to me that if BMW has changed the specs for the amount of final drive fluid, the dealers should perform this whenever the bike is in the shop. No ?

Well if you have time and want to learn how to do your own maintenance there is a tech day near Quakertown, Pa. on Aug. 1st and 2nd. Go to www.bmwst.com. Then go to Discussion Forum and then Ride and Event planning on page 2 I believe. It is approximately 350 miles from your neck of the woods. Learning to do these services yourself which is really quite easy you will save thousands in the long run. Or you could find a neighbor in your area to help you.
To answer your questions I just read a post where the bike owner paid $600 for the 12K service. I personally change my final drive fluid every 12K miles. There is an authorized list of services for the 12K mile service. Sorry, don't know where it is located. The basic 12K service is oil/oil filter, air filter, valve adjustment, tranny fluid/final drive fluid change.
