That toddler should be in a federally approved safety device. Like this one:

A couple of years ago we were visiting family in Florida and as we were going along the coastal hiway just east of Pensicola we saw two guys, easily over 300lbs, each on their own bike, riding in speedos. I told my brother in law about it when we got to Ft Walton and he said it was Gay Pride week in pensacola.
