Although not primarily PhotoShop sites, here are two of my favorite digital art sites:

They use some PhotoShop for finishing touches, but they tend to use a combination of Lightwave 3D (http://www.lightwave3d.com/), World Builder (http://www.digi-element.com/), Bryce (http://bryce.daz3d.com/55index.php), and Vue d'Esprit (http://www.e-onsoftware.com/) for the majority of their work.
