I have the std. length J-Pegs. Since the J-Pegs mounting plate is machined aluminum (large slab maybe old style) that replaces the std. crash bar and apears to have no flex. In a tip over or accident is there more of a chance of frame damage?

Yes,
If thats the old solid plate bar it would be a good idea to change it out with the new bar.
There is a possibility it could snap the frame tabs which would technically total the frame.

Where can I purchase the new style J-Pegs mounting bar?

Check with Raffy, Just Ride it Accessories a supporting vendor hear on the board.
I think he still carries Jpegs and he also has a cam kit that stops the pegs from hitting the tupperware on a tip over.
