I have a photo in BMP format and I want to change it to JPG. What method or program is needed to perform this?

Open the file in MS Paint. Go to file/save as, and change the type to a jpg.

You can do that, and it works quite well.
UP Side to jpeg: much smaller file size.
DOWN Side to jpeg: file can/will have a lot of pixilation "noise", resulting in a much less crisp appearance (lower quality picture).

I think that's a bit overstated. Jpeg has different quality level settings, and you would be hard-pressed to see any difference between a high quality jpeg and a bmp file. On the other hand, the space saved by the jpeg image, even at reasonably high quality levels, is huge.

It would also depend on the quality of the original photo I would think.
