Each time I start up my 2000 LT, I need to turn up the volume using the passenger's volume control such that I can hear the rear speakers while driving on the highway.
Is there a way to save the adjustments when I turn off the bike to forego the start-up ritual?

Why must you use the passenger control? Isn't it the same as the rider's?
I think the volume starts low to keep from startling you when you turn on the key. One of my cars do that (Ford) but other (Dodge) remember the volume & it's just as loud as when I last turned it off. Scares me some days!

You might try adjusting the SVOL on the radio. This controls how much the volume increases with speed. Hold down the Manual Button on the radio for 4 seconds. Use the seek on the Left hand control to increase/decrease the SVOL.
I would stick with SVOL2 or SVOL3 to start.

On my LT the rear speakers seem to handle the volume better than the front
(the fronts buzz a bit perhaps as they are old and in need of replacement). I can crank up the rears without distortion.

Don't seem to have the same problem on my 03 model but I do have a 3 way toggle switch just below the passenger power source which switches the music output from front speakers only to surround sound then to the Autocom Headsets (which by the way are fantastic)

Not by using the passenger controls you can't unless the stock system has been modified. The front and rear controls are in parallel. If you want to adjust the front / rear balance, it needs to be done with the settings on the radio. Press the music symbol until FADER appears.
