Just completed a hi and lo beam HID conversion. When I turn the key on the lo beam flashes a couple of times and then either goes out or gets very dim. Switch to hi beam and nothing. The 24 hr battery tender I have hooked up to the battery starts flashing indicating the battery is taking a charge. Do I need to be thinking battery replacement?

I would definitely check the battery as mine does not do that when I turn on the key with it attached to the Battery Tender.
Does it do this with just the low beam on, and have you tried starting the bike to see if this makes a difference.
You may also have a bad ground, easy to do when working on the high beam.

I have low beam HID only. I've noticed on about four or five occasions now that my headlight does not come back on after starting the bike. It's made me a little unsure, especially if I'm starting the bike in the sunlight. The first time this happened I had ridden 10 miles in traffic with no headlight. I finally saw my reflection on the back of a car at a stoplight; PIAAs were on but no low beam.
I keep my bike on a tender but I disconnect it as part of my pre-ride routine.
What I have tried to do recently is wait a few seconds after turning the key before hitting the starter. That lets the ballast (or whatever) bring the light up to full power before the load shedding starter relay cuts the juice. So far I have not had the low beam fail to light using this procedure.
My prior practice was to turn the key and stab the starter button right away. Old habits die hard.

I always wait until the ABS finishes it's self diagnostics then hit the starter. I believe thats how the manual says to do it, anyway by that time the HID is usually up to full power.
Even with it on the battery tender when I turn on the key the lamp lights but the battery tender never shows that the battery is charging ie. red lamp lit.
