Ok, so I am reading the Tipping Point right now and find it very facinating and it is the source of the question

After raising four kid's thru teenager hood (actually, one didn't make it beyond her 18th birthday), it doesn't matter what you do, or where you live. Kinda like the preacher's daughter that I used to date, who was raised right in a good neighborhood, but was the biggest hellion.

It's a roll of the dice.

Generally speaking, if you got a good family, the kids are raised proper and know right from wrong, no matter where you live.

You got a 'bad' family, no one cares, no connections, no rules, what do you think the result will be, again, no matter where you live.

Is there overlap? Sure, and in both directions. I'd bet that there is greater overlap from good family to bad than the other way 'round. If you don't know how, never see, how, can you develop your own 'goodness'. Only with great difficulty. It's much easier to become a spoiled brat than to become a model citizen.
