What are the LED lights above the headlight for ?

In some pics they're off, and in one, only one side is on blue.

Most likely used for police business...
Maybe LEOs use their personal bikes in Israel...

Yes It's A Police Led I Dont Use My Bike To Police Work But If I Ride In The Trafik The Draivers Luve To Draiv On The Left Cide Of Rode Then I Tern On The Led's One Blue End One Is Red They Think I Am A Police Man End They Go To The Rite Cide Of The Rode. It's Just For Fun End It's Very Nice On Bike.

Round these parts that would get you ticketed at the bare minimum. Police do not like you impersonating them.
